With stable growth in the recent years, sales of medical device products in China had reached US$ 48.5 billion in 2015 which made China one of the largest medical device markets in the world. The Chinese medical device market is expected to grow in the next five years according to a new report from China MedTech Marketing Inc. (CMTM, now MDT Research), Analysis of Guidelines & Plans for China’s Medical Device Industry (2016 – 2020), which covers the most recent development guidelines and plans issued by China governments.
On November 29, 2016 the 13th Five-Year Plan for Development of China’s Strategic Emerging Industries (2016 – 2020) was issued by the State Council of China, clarifying that biomedical engineering will be strongly supported to benefit more people. Under the segment of biomedical engineering, high performance medical equipment will be supported including medical imaging equipment, radiotherapy equipment, implant devices, and IVD equipment. Companies, hospitals, and research institutions will be encouraged to establish independent medical imaging centers.
On December 20, 2016 the 13th Five-Year Plan for Biotech Industry (2016 – 2020) was issued by China’s National Development and Reform Commissions (NDRC), indicating that annual output value of China biomedical engineering industry should reach RMB 600 billion by 2020. Smart medical devices, high quality medical imaging equipment, implant devices, as well as devices for accurate medicines, will be strongly supported.
On December 27, 2016 the 13th Five-Year Plan for Health (2016 – 2020) was issued by the State Council of China, clarifying the targets by 2020 including life expectancy, healthcare system, and diseases prevention and treatment. Medical device industry will be supported covering wearable devices, mobile diagnostic equipment, and tele-health systems.
China is trying to improve public health service system, medical service system, and the national healthcare system in the period from 2016 to 2020, according to the 13th Five-Year Plan for Deepening Healthcare Reform which was issued by the State Council of China at the end of 2016. Establishment of hierarchical medical system is quite critical for providing better medical services in China. There will be much stricter supervision on procurement of medical devices, especially on high value medical consumables, with the aim of reducing medical costs. Two-invoice system will cover more and more provinces in 2017.
Together with other previous plans such as Healthy China 2030, Made in China 2025, the 13th Five-Year Plan for Drugs & Medical Device Distribution, and even some 12th Five-Year Plans, it is quite clear that China governments have been supporting the medical device industry for a long time, according to Owen Tang at CMTM. Since China’s initiation of healthcare reform in 2009, providing basic medical services to all people with lower costs is always the key target. Under this situation China government will keep deepening the healthcare reform from 2016 to 2020 and medical device industry will be supported as a way of providing high quality medical services at lower costs, Owen added, and it will be much clear when the 13th Five-Plan for Medical Device Industry is issued.
